With reference to your telegram No.164 and

in continuation of my air mail despatch of the 9th

September, 1937, I have the honour to inform you that

the number of Shanghai Refugees accommodated at

Government expense was on September 14th as follows:-

Sham Shui Po Camp (men only)

Laichikok

Central British School

A few individuals have returned to Shanghai

and others have stated their intention of returning

Public announcements have been issued both

there and in Hong Kong to the effect that it is not

considered advisable at present for women and children

to return, and no assistance is being given towards the

cost of passages. The number returning is so far quite

small. I shall report as soon as any general movement

in that direction shows itself.
